First Independent Living Seminar in Cambodia

Phnom Penh Center for Independent (PPCIL) is a Phnom Penh based Cambodian non-governmental organization established in 2009 which founded by Cambodians with disabilities group which leaded by Mr. Mey Samith who was completed his training program named Duskin Leadership Training in Japan; a Program for Persons with Disabilities in Asia and the Pacific Region, he was shared what he learned in Japan to his friends and collected his friends who wants to establish first Independent Living Ceter in Cambodia. In March 16, 2009, Independent Living Working Group (ILWG) was hold the first IL seminar in Phnom Penh, Cambodia at Sunway hotel by under precidency of H.E Sem Sokha Secretary of State of Ministry of Social Affairs, Veterans, and Youth and Rehabilitation (MoSVY) and 130 parcitipants with disabilities coming from cities and provinces to participate. Especially, ILWG was invited the famous orators who are running CIL such as the Kathmandu-CIL to presented and this first IL seminar was supported by three CILs from Japan.

PPCIL was officially registered at the Ministry of Interior of the Royal Government of Cambodia on September 23rd, 2009. PPCIL promotes a rights based approach to disability and development aimed at empowering disabled persons through independent living movement.

Initially, PPCIL began activities in and working with people with disabilities in Phnom Penh city and two provinces (Phnom Penh, Kandal and Kampong Speu). We spread and expand independent living concept to promote a human rights approach to development.

We believe that the most effective way to bring about lasting social change that promotes equal opportunities for disabled people through IL movement.

OUR VISION:

To provide disabled persons with opportunities and capacity to live in good and appropriate conditions, promoting their own abilities, making their own decisions on independent living with dignity and declaring and exercising their rights to take part in any social activities and approaches without discrimination.

MISSION:

To provide opportunities through training on disability rights, employment, and self-confidence to integrate people with disabilities into Cambodian society including:

  • Support independent living of the disabled people in the country or any area where the Social Welfare Services are not accessible enough.
  • Conduct an advocacy campaign on demanding the Equality for persons with disabilities by cooperating with Local Authorities, Government Agencies as well as Local, National and International NGOs.
  • Respect the disabled people’s decision-making.
  • Conduct an advocacy on helping reconstruct some accessibility infrastructures for the disabled people’s living.
  • Disseminate information about disability for wider accessibility to communities and general society through the consultant groups.

OBJECTIVES:

  • To build a strong and active disability rights movement which demand on base human rights leading by strong advocacy activities, and development of policies which promote the rights of all people with disabilities and integrade the disabled education in to the Cambodian education system, aim to eliminate all kinds of discriminations.

  • Change social negative thinking on people with disabilities.
